The Regular Meeting of the Board of Directors of the Southern Black Hills Water System was held at the Crazy Horse Monument on Tuesday, November 25, 2025.
Chairman Wick called the meeting to order at approximately 1:00 p.m.
ROLL CALL – Board Members present were Wick, Baker, Baird, Kowalski, Krump, Smith, and Zolnowsky; Beard and Nase were absent. Others in attendance were manager Don Peterson, and observer Doug Musser.
AGENDA – Motion by Krump, 2nd by Baird to approve the agenda; motion passed unanimously.
MINUTES - Motion by Krump, 2nd by Baker to approve the minutes of the October 23, 2025 meeting. Motion passed unanimously.
TREASURER’S REPORT –
Peterson presented the treasurer’s report for October 2025. The report was reviewed by the board members. The check sequence ending October 31 was check #4795 and beginning November 1 was check #4796. Motion by Smith, 2nd by Zolnowsky to approve the treasurer’s report and transfer $15,000 from the regular checking into the RD account; motion passed unanimously.
OLD BUSINESS –
Black Hills Cooperative is planning a building near the intersection of Hwy 79 and Hwy 40. They had requested a quote for water service from SBHWS which came in at roughly $400,000. BHC was quoted a cost of $100,000 for a well at their location and advised SBHWS that they will pursue that option.
Baker and Kowalski attended the SDARWS Leadership Seminar in Pierre November 19-20. They mentioned multiple presentations they found informative: Matt Oedekoven of DGR Engineering on System Development Charges for recovering costs of development from new and upgraded customers; Kindra Wiese, SDARWS Apprenticeship Coordinator, on Workforce Development; and Tim Cowman, South Dakota State Geologist, on the South Dakota Flood Information System.
Management discussed with Argyle Volunteer Fire Department their requirements for water service for a new station planned to be near the Argyle water tower.
Managers’ Report
Management reported on the progress of the Paramount Point (PP) / Spring Creek Acres project. RCS Engineering has begun serving PP customers from the new pump station and will begin installing a new backup generator at PP on December 4. Fuller Construction had no activity on the water tower tank. Flatland Industries completed pressure testing of all lines connecting Paramount Point, Spring Creek Acres, and the water tower; Flatland reported that they expect to complete their punch list by December 1.
Pump #2 at the Water Treatment Plant on Red Valley Rd has been repaired and returned to service.

EXECUTIVE SESSION -
Motion by Krump, 2nd by Baker to enter into Executive Session at 2:05; motion passed unanimously.
Motion by Baird, 2nd by Smith to move out of Executive Session at 2:23; motion passed unanimously.
There were no motions arising out Executive Session.
UPCOMING MEETINGS -
The next meeting of the Southern Black Hills System Board will be Tuesday, December 18, 2025 at 1:00 PM at the Crazy Horse Monument in Custer.
