The Regular Meeting of the Board of Directors of the Southern Black Hills Water System was held at the Crazy Horse Monument on Thursday, October 23, 2025.
Chairman Wick called the meeting to order at approximately 1:00 p.m.
ROLL CALL – Board Members present were Wick, Baker, Baird, Kowalski, Krump, Nase, and Zolnowsky; Beard and Smith were absent. Others in attendance were manager Don Peterson, and observer Doug Musser.
AGENDA – Motion by Kowalski, 2nd by Baker to approve the agenda; motion passed unanimously.
MINUTES - Motion by Baird, 2nd by Kowalski to approve the minutes of the September 26, 2025 meeting. Motion passed unanimously.
TREASURER’S REPORT – Peterson presented the treasurer’s report for September 2025. The report was reviewed by the board members. The check sequence ending September 30 was check #4768 and beginning October 1 was check #4769. Motion by Baird, 2nd by Nase to approve the treasurer’s report and transfer $15,000 from the regular checking into the RD account; motion passed unanimously.
OLD BUSINESS –
Managers’ Report
Management reported on the progress of the Paramount Point (PP) / Spring Creek Acres project. For the new PP pump station, RCS expects to begin pumping water from pump 2 on October 27 and begin serving PP customers from the new pump station soon thereafter. Pump 1 will be then be reconfigured to feed the new pump station. There was no activity on the water tower tank. Due to time impact of change orders, Flatland Industries is now due to achieve substantial completion of lines connecting Paramount Point, Spring Creek Acres, and the water tower by November 4; Flatland has not yet selected a state-approved water source for its final testing required for substantial completion.
The South Dakota Association of Rural Water Systems (SDARWS) Annual Technical Conference (ATC) will be held January 13-15 in Pierre; board member are encouraged to attend ATC. SDARWS will also conduct an operator training session at Crazy Horse on December 10; SBHWS is sponsoring the meeting room.
Pump #2 at the Water Treatment Plant on Red Valley Rd is out of service. Management obtained quotes for repair of $8200 or for replacement of $22,000. Since the repair will have substantially the same service life as a replacement, management chose to pursue the repair option.
NEW BUSINESS -
SBHWS had been remiss in thanking the Pringle community for providing the venue for the years 2023-2025 annual member meetings. Management will be sending them $450 to acknowledge their assistance.
Warren Swartz who recently passed away had been a supportive partner to SBHWS in our efforts to provide water to the Argyle area. Management will express our thanks in the form of a $100 donation to the Pringle VFD.
EXECUTIVE SESSION -
Motion by Nase, 2nd by Baker to enter into Executive Session at 1:36; motion passed unanimously.
Motion by Baird, 2nd by Baker to move out of Executive Session at 1:50; motion passed unanimously.
There were no motions arising out Executive Session.
UPCOMING MEETINGS -
The next meeting of the Southern Black Hills System Board will be Tuesday, November 25, 2025 at 1:00 PM at the Crazy Horse Monument in Custer.
Future board meeting will be December 18.
ADJOURNMENT - There being no further business, the chair declared the meeting adjourned at 1:56.
