Policy Bulletin 200 - Water User Fees

  1. Rural Household

  3. Special Bulk (Individual)
    Fee for Class I & II Special Users, except incorporated municipalities, shall be determined on a case by case basis by the Board. The applicant must sign, at a minimum, a 5-year water supply contract. Fee for Class III Special Users, except incorporated municipalities, shall be determined on a case by case bases. The applicant must sign, at a minimum, a 5-year water supply contract.

  6. ECONOMIC DEVELOPMENT AND VALUE ADDED AGRICULTURE PROJECTS:
    The board of directors of the Southern Black Hills Water System, in its sole and exclusive discretion may negotiate the hook-up fee for businesses, projects or other ventures that may present a positive economic opportunity to parts or all of the Southern Black Hills service area and those water users within said area. A positive economic opportunity includes but is not necessarily limited to; businesses, projects or ventures that would use large volumes of water at a desirable "load factor'' (use divided by contracted capacity = load factor), or would create jobs or would provide added value to the areas agriculture products (i.e., ethanol plants, soy bean processing, small grain mills and certain large livestock units). Nothing in this policy shall be construed to mean that an applicant or user has a right to negotiate a hook-up fee other than that which is established in this policy bulletin.
  7. CREDIT FOR PREVIOUSLY PAID FEES
    Any previously paid fees collected (but not refunded by Southern Black Hills, pursuant to PB 201) will be credited towards the payment for a new hookup in an amount equal to a dollar for dollar credit of the fee previously paid. For example, a $100 Good Intention fee paid previously for a rural house would receive a credit today of $100.00. ​
  8. HARDSHIP PAYMENT PROVISION
    The Manager, with approval of the Board may establish a payment plan for the collection of any hookup fee(s) based on user hardship circumstance. The terms and conditions of any such plan will also be at the sole discretion of the Board.
