The Regular Meeting of the Board of Directors of the Southern Black Hills Water System was held at the Crazy Horse Monument Thursday August 25, 2022.
Chairman Wick called the meeting to order at approximately 1:00 p.m.
ROLL CALL – The following Board Members were present: Wick, Baird, Beard, Kraus, Krump, Nase, Seaboldt, and Zolnowsky; Smith was absent. Others in attendance were Don Peterson and Julie Koupal.
AGENDA – Motion by Kraus, 2nd by Beard to approve the agenda. Motion passed unanimously.
PUBLIC QUESTIONS AND COMMENTS - Discussion of Koupal Billing and late billing around USPS holidays.
MINUTES - Motion by Baird, 2nd by Seaboldt to approve the minutes of the Regular meeting of July 28, 2022. Motion passed unanimously.
TREASURER’S REPORT – Don Peterson presented the treasurer’s report for July 2022. The report was reviewed by the board members. Motion by Beard, 2nd by Krump to approve the treasurer’s report and transfer $15,000 from the Equipment account into the RD account. Motion passed unanimously. The check sequence ending July 31 was check #4083 and beginning August 1 was check #4084.
OLD BUSINESS –
Managers’ Report
The Annual Meeting of the Membership of SBHWS is set for Thursday, September 8, 6:30 pm at the Pringle Community Center; notification went out with the July statements.
The SCADA system noted a drop in water pressure at the Streeter well in June. The issue was traced to a drop of the water level in the well, exact cause unknown at this time, investigation continues.
The August testing for Total Coliform present came back positive. Multiples retests were all negative.
Four customers have come online in the Desperado subdivision; the acceptance process for the distribution system there has not yet been completed.
One customer has begun taking water at the planned Piper subdivision.
The US Forest Service has sent a proposal for placing a camera atop the Argyle water tower for fire management. The terms are not yet acceptable by SBHWS and negotiation continues.
NEW BUSINESS -
The Budget committee presented multiple options for the 2023 budget, including the possibility of a surcharge if inflationary pressures adversely affect our expenses. Motion by Baird, 2nd by Seaboldt to approve a raise in base rates of approximately 5%, with the rate for water usage remaining at $4 per 1000 gallons; specifically:

Motion by Krump, 2nd by Seaboldt to move into Executive Session at 3:19 pm; motion passed unanimously.
Motion by Baird, 2nd by Nase to move out of Executive Session at 3:51; motion passed unanimously. There were no motions arising from executive session.

The Annual Meeting of the Membership of SBHWS will be Thursday, September 8, 6:30 pm at the Pringle Community Center.
The next meeting of the Southern Black Hills System Board will be September 22, 1:00 PM at the Crazy Horse Monument in Custer.
ADJOURNMENT - Motion by Seaboldt, 2nd by Beard to adjourn the meeting at approximately 3:55 PM. Motion approved unanimously.
