The Regular Meeting of the Board of Directors of the Southern Black Hills Water System was held at the Crazy Horse Monument on Thursday, December 28, 2023.
Chairman Wick called the meeting to order at approximately 1:00 p.m.
ROLL CALL – Board Members present were Wick, Kraus, Krump, Seaboldt, Smith, and Zolnowsky; Baird, Beard, and Nase were absent. Others in attendance were Don Peterson.
AGENDA – Motion by Kraus, 2nd by Seaboldt to approve the agenda. Motion passed unanimously.
MINUTES - Motion by Smith, 2nd by Krump to approve the minutes of the December 07, 2023 meeting. Motion passed unanimously.
TREASURER’S REPORT – Don Peterson presented the treasurer’s report for November 2023. The report was reviewed by the board members. Motion by Krump, 2nd by Seaboldt to approve the treasurer’s report and transfer $15,000 from the regular checking into the RD account. Motion passed unanimously. The check sequence ending November 30 was check #4332 and beginning December 1 was check #4333.
OLD BUSINESS –
Managers’ Report
While the team from Goodwill of Casper was en route to investigate the stuck water level transducer line in the Casey monitoring well via video camera, preparations were being made for the camera operations which serendipitously resulted in the line breaking free. The line showed about 11/2 feet of rust, indicating the line had adhered to the casing. The Goodwill team was turned back; rather than an expected $2500 for the camera operation, they were willing to accept $350 for preparations and travel. The replacement/upgrade of the water level transducers in both the Casey and monitoring wells was completed; the levels can be checked at any time and a daily record is being collected.
The US Forest Service has notified SBHWS that it will not be pursuing further the placement of a fire observation camera atop the Argyle water tower.
The request for additional funding for the Paramount Point/Spring Creek Acres project was planned to be filed with DANR on December 29.
NEW BUSINESS -
Pursuant to negotiations between SBHWS management and representatives of the Town of Hermosa about an updated offer from SBHWS to provide water service to the town, the board discussed the request from the town to extend the area relegated for town service to the east covering specific limited areas; no board objections to that modification of the agreement were raised.
Motion by Seaboldt, 2nd by Krump to move into Executive Session at 2:08pm; motion passed unanimously.
Motion by Seaboldt, 2nd by Smith to move out of Executive Session at 2:22pm; motion passed unanimously. Motion by Smith, 2nd by Kraus to accept the manager’s recommendations for salary and benefit levels for 2024.

UPCOMING MEETINGS -
The South Dakota Association of Rural Water Systems 2024 Annual Technical Conference will be held January 9-11 in Pierre; Wick has registered to attend.
The next meeting of the Southern Black Hills System Board will be January 25, 2024 at 1:00 PM at the Crazy Horse Monument in Custer.
ADJOURNMENT - Motion by Seaboldt, 2nd by Krump to adjourn the meeting. Motion carried unanimously.
