The Regular Meeting of the Board of Directors of the Southern Black Hills Water System was held at the Sentinel Federal Credit Union, Custer, South Dakota on Thursday, August 23, 2018.
Chairman Wick called the meeting to order at approximately 1:00 p.m.
ROLL CALL– The following Board Members were present: Beard, DeFries, Seaboldt, Smith, Kraus, Peplinski and Wick. Member Baird was absent. Others in attendance was Don Peterson, Dustin Dale, Operations Manager AE2S, Rich Wells AE2S and Talbot Wieczorek.
AGENDA – Motion by Kraus, 2nd by Seaboldt to approve the agenda. Motion approved unanimously.
MINUTES - Motion by Peplinski, 2nd by Baird to approve the minutes of the Regular Meeting of July 24 with the addition of Beard in attendance. Motion approved unanimously.
TREASURER’S REPORT – Don Peterson presented the treasures report with the addition of Alexander Drilling of $4,599.60. The report was reviewed by the board members. Motion by Smith to approve the report as read. 2nd by Beard. Motion approved unanimously.
AE2S Report
AE2S Dustin Dale reported on the Pump Test at Paramount Point. The pump test was successful and between the two pumps located at Paramount Point, 100 gpm can be attained.
Dustin reported on the addition of a pump house at Paramount Point and that he would put it to bid early next year as the current workload for contractors is filled. It was noted that location in relation to the existing power lines and the ability to add a water storage facility under the building to be considered.
Dale provided further feedback on the Rural Water Signup Survey for Hiway 40 and Hiway 79 as more surveys were returned since the last meeting. Now for hiway 40, 312 surveys were sent out with 43 (yes) and 11 (no) as an interested potential rural water user. For hiway 79, 47 surveys were sent out with 34 (yes) and 4 (no) as interested potential water users.
Talbot Wieczorek Report
Talbot Wieczorek updated the board on the Mountain Meadows subdivision water hookups. The existing system will undergo system test to insure water line integrity and lay out where hookups will be installed.
Talbot reported on the Rushmore Ranch Wellhouse property. The wellhouse site is currently on an easement from the property owners and will become property of the Rushmore Ranch Water System in return for two water hookups by the current property owners. Talbot expected the total property to be about one tenth of an acre. Water drainage from the wellhouse and adjacent landowners was discussed.
Managers’ Report
Don informed the Board that 2 copper valve water leaks had occurred and approximately 400,000 gallons were lost. This was due to the bad copper valves which have been replaced at all sites with Stainless Steel ones.
Don Peterson informed the Board that the 2017 audit has been put out for quote.
Don informed the Board that the current bookkeeper has left SBHWS and a new bookkeeper is needed.
Don Peterson notified the Board that the Blue Water Tower which was struck by lightning which knocked out the SCADA system at the tower is back in order. It was determined that the tower was operational and the insurance company will be sent the cost of the damages.
NEW BUSINESS
Spring Creek Acres, Harry Johnson talked to the Board about the Fire Hydrant in Spring Creek Acres and its capabilities due to a recent fire in the area and the inability of the fireman to use the hydrant. Don Pederson noted that the fire hydrant could have been used but only as a free flow water source but water could not be pulled from it. It was determined that personnel were unaware of the two valves that needed to be turned on for water to flow. The Board all supported the use of the water for fires and to make as convenient as possible for the Fire Departments to access the water and awareness to turn on the hydrant and its capabilities. The Board thanked Harry for his taking time from his job and informing the board of the problem.
Fall River Water District, Keith Neugebauer informed the Board that there is consideration of connecting to the SBHWS and drawing water from the system for their use. There were several questions and AE2S will work with FRWUD on the connection. Fees, construction costs, minimum water draw, and other related questions will have to answered.
UPCOMING MEETINGS
The next meeting of the Southern Black Hills Water System Board will be September 20, 2018, 1:00 PM at Sentinel Federal Credit Union in Custer.
The Annual meeting will be at 1PM, September 22, 2018 at the community center in Pringle.
ADJOURNMENT - Motion by Kraus, 2nd by Beard to adjourn the meeting at approximately 3:15PM. Motion approved unanimously.
