Tuesday July 24, 2018
The Regular Meeting of the Board of Directors of the Southern Black Hills Water System was held at the Sentinel Federal Credit Union, Custer, South Dakota on Tuesday, July 24, 2018.
Chairman Wick called the meeting to order at approximately 1:00 p.m.
ROLL CALL– The following Board Members were present: Baird, Beard, DeFries, Seaboldt, Smith, Kraus, Peplinski and Wick. Member Smith was absent. Others in attendance was Don Peterson and Dustin Dale, Operations Manager AE2S.
AGENDA – Motion by DeFries, 2nd by Seaboldt to approve the agenda. Motion approved unanimously.
MINUTES - Motion by Peplinski, 2nd by Baird to approve the minutes of the Regular Meeting of June 21. Motion approved unanimously.
TREASURER’S REPORT – Don Peterson presented the treasures report. The report was reviewed by the board members. Motion by DeFries to approve the report as read. 2nd by Baird. Motion approved unanimously.
AE2S Report
AE2S Dustin Dale reported on the Mountain Meadows Water Project. A motion was made by Peplinski to proceed on the evaluation of the project as discussed. 2nd by Baird. Motion passed unanimously.
Dale provided feedback on the Rural Water Signup Survey for Hiway 40 and Hiway 79. For hiway 40, 312 surveys were sent out with 30 (yes) and 9 (no) as an interested potential rural water user. For hiway 79, 47 surveys were sent out with 16 (yes) and 1 (no) as interested potential water users.
Information from Ted Wick
Ted Wick provided an information letter discussing potential water supply to Fall River Water users. Rates, contracts, funding and water volumes are areas that need to be addressed. The letter discusses land values and how available water affects the land values. The letter discusses how other entities and their disagreements have created delays for the SBHWS system projects.
Managers’ Report
Don informed the Board that the Annual SBHWS meeting will be at the community center in Pringle on 22 Sept 2018 at 1PM. There is a 1 year term open on the board. Notification will be sent to all users with the next water billing.
Don Peterson noted that the Paramount Point’s new well has been completed and an 8 hour pump test will be conducted in the near future.
Don informed the Board that an agreement has been reached at Rushmore Ranch to provide two well taps to the developer in return for the property that the current well and control house sits on.
Don informed the Board that Rod Reynolds will complete the driveway and complete landscaping at the Spring Creek well house.
Don reported on the work required to hook the new Casey well to the system and the cost of providing a backup generator to the well and the trailer. A motion was made by Baird and 2nd by Peplinski to spend the approximately $40,000 for the backup generator.
Don Peterson notified the Board that the Blue Water Tower was struck by lightning which knocked out the SCADA system at the tower. A tower crew is being brought in to inspect the tower. The SCADA system is being repaired.

The next meeting of the Southern Black Hills Water System Board will be August 23, 2018, 1:00 PM at Sentinel Federal Credit Union in Custer.
