The Regular Meeting of the Board of Directors of the Southern Black Hills Water System was held at the Crazy Horse Monument Thursday March 24, 2022.
Chairman Wick called the meeting to order at approximately 1:00 p.m.
ROLL CALL– The following Board Members were present: Wick, Zolnowsky, Baird, Seaboldt, Beard Kraus, Smith and DeFries. Krump was absent. Others in attendance was Don Peterson.
AGENDA – Motion by Seaboldt, 2nd by Smith to approve the agenda. Motion passed unanimously.
MINUTES - Motion by Zolnowsky, 2nd by Seaboldt to approve the minutes of the Regular meeting of February 24, 2022. Motion passed unanimously.
TREASURER’S REPORT – Don Peterson presented the treasures report for March 2022. The report was reviewed by the board members. Motion by Baird, 2nd by Seaboldt approve the treasures report and transfer $15,000 from the Checking account into the RD account. Motion passed unanimously. The check sequence ending February 28 was check #4004 and beginning March 1 was check #4006.
OLD BUSINESS –
Don Peterson presented several emails that discussed the cost estimates of construction of a water line to Cascade.
Don Peterson presented the Board a Letter to be signed by the SBHW Chairman and sent to eh Custer County Commissioners. Motion was made by Beard and 2nd by Baird to have the Chairman sign the letter. Motion passed unanimously.
Managers’ Report
Don Peterson provided the Board a letter from Longbranch Engineering reporting on the water lines progress in the Desperado development. The letter from Longbranch discussed the construction of the line and the soil conditions that were being experienced. According to the engineer on site, the construction was completed satisfactorily.
Don Peterson noted that the Drinking water report for 2021 has been uploaded to the SBHW website.
Don Peterson reported that a change in the pit and 2”valve would be installed at the Elk Run Road site to allow for a greater water flow.
Don Peterson reported that a hearing would be held on April 12 & 13 to determine funding for water projects in South Dakota.
NEW BUSINESS
Ted Wick informed the Board that Bryan Cooper of McGuire Iron would be available to meet with the Board to discuss a Customer Alert System. The system would be used to notify users of water problems in the system.
Smith made a motion to move into Executive Session, 2nd by Beard. Motion passed unanimously.
Baird made a motion to move out of Executive Session. 2nd by Seaboldt. Motion passed unanimously.

The next meeting of the Southern Black Hills System Board will be April 28, 1:00 PM at the Crazy Horse Monument in Custer.
ADJOURNMENT - Motion by Beard, 2nd by Zolnowsky to adjourn the meeting at approximately 3:00 PM. Motion approved unanimously.
