Wednesday, November 23, 2022
The Regular Meeting of the Board of Directors of the Southern Black Hills Water System was held at the Crazy Horse Monument on Wednesday, November 23, 2022.
Chairman Wick called the meeting to order at approximately 1:00 p.m.
ROLL CALL – The following Board Members were present: Wick, Kraus, Seaboldt, Smith, and Zolnowsky; Baird, Beard, Krump, and Nase were absent. Others in attendance were Don Peterson.
AGENDA – Motion by Kraus, 2nd by Seaboldt to approve the agenda. Motion passed unanimously.
MINUTES - Motion by Smith, 2nd by Seaboldt to approve the minutes of the October 27 meeting. Motion passed unanimously.
TREASURER’S REPORT – Don Peterson presented the treasurer’s report for October 2022. The report was reviewed by the board members. Motion by Smith, 2nd by Kraus to approve the treasurer’s report and transfer $15,000 from the Equipment account into the RD account. Motion passed unanimously. The check sequence ending October 31 was check #4133 and beginning November 1 was check #4134.
OLD BUSINESS –
Managers’ Report
The transfer of land from the Battle Creek Fire Department to SBHWS for the water salesman site has been completed.
Notification of new rates for 2023 have been mailed to the Paramount Point, Spring Creek Acres, and Rushmore Ranch customers.
Eliminating the return envelope from mailings to direct pay customers would incur both extra handling and cost, so all customer will continue to receive return envelopes with their mailings.
Following up this summer’s source pressure problems for Phase 1 and 2, Mitch Kannenberg of LRE Water provided estimates for two options for transducers for two wells which would allow SBHWS to monitor the well water levels directly. The first option would be supplementing the existing Trimble equipment resulting in an equipment and platform cost of $12,145. The second option would be to switch over to In-Situ brand equipment where the corresponding cost would be $9,478. A motion was made by Seaboldt to proceed with purchase and installation of the In-Situ option, 2nd by Zolnowsky. Motion passed unanimously.
NEW BUSINESS -
The annual SDARWS Leadership Conference was held in Pierre on November 16-17 (postponed one week due to weather). Zolnowsky attended from SBHWS and reported on the meeting. The highlights of the sessions concerned the looming issue of PFAs in water source and the legal presentation including mention of the suit between SBHWS and the Town of Hermosa (“this bears watching”).
Motion by Seaboldt, 2nd by Smith to move into Executive Session at 2:05 pm; motion passed unanimously.
Motion by Seaboldt, 2nd by Zolnowsky to move out of Executive Session at 2:19; motion passed unanimously. There were no motions arising from executive session.

UPCOMING MEETINGS -
The next meeting of the Southern Black Hills System Board will be December 22, 1:00 PM at the Crazy Horse Monument in Custer.
There will be an informational meeting about the project to bring Missouri River water to Rapid City and the Black Hills at 500 South A Avenue in New Underwood on Tuesday, November 29, 8:00-3:00.
ADJOURNMENT - Motion by Kraus, 2nd by Smith to adjourn the meeting at approximately 2:21 PM. Motion approved unanimously.
