Minutes of Regular Meeting of Southern Black Hills Water
System Board
Sentinel Federal Credit Union, Custer, South Dakota
Thursday, October 26, 2017
 
The Regular Meeting of the Board of Directors of the Southern Black Hills water System was held at the Sentinel Federal Credit Union, Custer, South Dakota on Thursday, October 26, 2017.
Chairman Wick called the meeting to order at approximately 1:00 p.m.
ROLL CALL–     The following Board Members were present: Baird, DeFries, Seaboldt, Peplinski, Kraus, and Wick. Members Beard and Smith were absent.  Others in Attendance were Ted Schultz and Don Peterson.  No other persons were present.
AGENDA –   Motion by DeFries, 2nd by Kraus to approve the agenda.  Motion approved unanimously.
MINUTES -  Motion by Baird, 2nd by Seaboldt to approve the minutes of the Regular Meeting of September 28, 2017 as presented.  Motion Approved Unanimously.
TREASURER’S REPORT –  Don Peterson presented the treasures report.  The report was reviewed by the board members. Motion by Peplinski to approve the report with 2nd by Baird.  Motion approved unanimously.               
OLD BUSINESS
  1. Paramount Point
    Don Peterson reported that there will be a walk thru at Paramount Point the week of 30 Oct – Nov 3.  Currently some contamination of total coliform has been present at the user’s taps.  Further testing will be conducted to determine where the contamination is coming from.  Possible chlorine treatment may be required due to the contamination.
  2. Managers Report
Don Peterson reported on the status of the standby generators.  The generators are all in place along with the propane tanks.  Initial fire-up Testing will be conducted at the sites in the near future.  Board members asked about testing once the backup generators were operational.  Don reported that there will monthly runups of the backups to insure the systems would be operational when the time comes.  Concerns were aired on the cost of propane to do the tests and Don reported that the costs would be minimal. 
The Casey Well Pump test is currently being conducted with no noticeable changes in water levels.
A copper water line broke at the Wilhelm Trailer Park and flooded the pit.  Work is being completed to fix the line and have the system working properly. 
Don reported that the October Billing is being sent out by our new Billing agency and should be seeing them in the mail.
Don Peterson and Ted Wicks attended the NRCS staff meeting on Southwest South Dakota Projects. 
 
NEW BUSINESS
  1. Public Questions & Comments
    There were no public questions or comments.

  2. Water Rates
After review of the AE2S water rate report. Peplinki made a motion to have a $10 late fee for payments not received on time with a $30 late fee for any payments later than that.  2nd by Baird.  Motion passed unanimously.
Peplinski made a motion to approve the rate increases for the systems listed in the AE2S report.  2nd by Baird.  Motion approved unanimously.
UPCOMING MEETINGS 
The next meeting of the Southern Black Hills Water System Board will be November 30, 2017, 1:00 PM at Sentinel Federal Credit Union in Custer.
ADJOURNMENT -    Motion by Baird, 2nd by Kraus to adjourn the meeting at approximately 2:45 PM.  Motion Approved Unanimously.
