The Regular Meeting of the Board of Directors of the Southern Black Hills Water System was held at the Sentinel Federal Credit Union, Custer, South Dakota on Tuesday, October 29, 2019.
President Wick called the meeting to order at approximately 1:00 p.m.
ROLL CALL– The following Board Members were present: DeFries, Peplinski, Wick, Smith and Baird. Absent board members were Seaboldt, Beard, and Kraus. Others in attendance was Don Peterson.
AGENDA – Motion by Peplinski, 2nd by Baird to approve the agenda. Motion approved unanimously.
MINUTES - Motion by Baird, 2nd by Smith to approve the minutes of the Regular Meeting of September 26, 2019. Motion approved unanimously.
TREASURER’S REPORT – Don Peterson presented the treasures report for October. The report was reviewed by the board members. Motion by Baird, 2nd by Peplinski to approve the October report as read and transfer $30,000 to the Savings Account. Motion approved unanimously
OLD BUSINESS
Managers’ Report
Don Peterson provided the Board with the Design and Construction Standards for SBHWS for review. Motion by Baird to accept the Standards, 2nd by Peplinski. Motion passed unanimously.
Don Peterson provided the Board with Resolution 2018-01, A Resolution Regarding Reconnection Fees and Procedure. After review, a motion was made by Smith, 2nd by Baird to add a line 4. Stating “Past bills to be brought current “. Motion passed unanimously
Don Peterson informed the Board the 2017-2018 audit is still on-going.
Don Peterson informed the Board that Barb Friedman from DENR conducted an inspection of the water systems with no deficiencies noted
Don Peterson informed the Board that the EPA conducted a lead and copper test on phases 1 &2 and Paramount Point systems. No deficiencies noted. Next inspection will be in 2022.
Don Peterson informed the board that a developer is considering developing an area near HWY 89 west of the Argyle road. The developer contacted Don and was requesting rates for the system installation. The Board determined that a rate structure for housing developments needed to be established.
Don Peterson informed the Board that the Annual Tax Exempt Submission for Custer County had been completed.
NEW BUSINESS
Don Peterson informed the Board that the Annual meeting for Paradise Point, Spring Creek and Rushmore Ranch water systems will be on Saturday December 14 starting at 9AM till 11:45.
Don Peterson presented the 2020 Water Rate Resolution. A motion by Baird 2nd by Peplinski to pass the resolution. Motion passed unanimously.
UPCOMING MEETINGS
The next meeting of the Southern Black Hills System Board will be November 21, 2019, 1:00 PM at Sentinel Federal Credit Union in Custer.
ADJOURNMENT - Motion by Peplinski, 2nd by Baird to adjourn the meeting at approximately 2:00 PM. Motion approved unanimously.
