The Regular Meeting of the Board of Directors of the Southern Black Hills Water System was held at the Crazy Horse Monument Thursday, February 25, 2021.
Chairman Wick called the meeting to order at approximately 1:00 p.m.
ROLL CALL– The following Board Members were present: Wick, Zolnowsky, Baird, Kraus, Krump, Smith and DeFries. Peplinski was absent. Others in attendance was Don Peterson. Kale McNaboe, Talbot Weizoreck along with several guests from Hermosa City Council, Paramount Point and one from Hot Springs.
AGENDA – Motion by Smith, 2nd by Baird to approve the agenda. Motion passed unanimously.
Minutes - Motion by Baird, 2nd by Krump to approve the minutes of the Regular meeting of January 28, 2021. Motion passed unanimously.
TREASURER’S REPORT – Don Peterson presented the treasures report for January. The report was reviewed by the board members. Motion by Krump 2nd by Kraus to approve the treasures report. Motion passed unanimously. The check sequence ending January 31 was check #3784 and beginning February 1 is check #3785.
OLD BUSINESS –
EXECUTIVE SESSION
Motion by DeFries 2nd by Baird to enter into Executive Session. Motion passed unanimously.
Motion by Smith, 2nd by Zolnowsky to exit Executive Session. Motion passed unanimously.
Town of Hermosa The Town of Hermosa council attended the meeting and provided information on their water provisions. They discussed Hermosa water quality, quantity and their cities requirements for water along with the needs of possible annexations. The possibility of obtaining water from the SBHWS Paramount Point wells was discussed along with rates, and quantities. The infrastructure to provide the water from the Paramount Point wells to the town of Hermosa was also looked at. Also they discussed their intentions to annex property on the west side of 79 to include Paramount Point, Preston’s Subdivision, Gumbo Lily and Fairgrounds Place. There were several questions pertaining to financing and long term funding brought up by Talbot Weizoreck. In conclusion of their presentation, it was asked of the Hermosa Council to draft a letter to the SBHWS stating their water requirements and intentions for the overall water system that they will require.
Managers’ Report Don Peterson noted that Custer County Susan Anderson has approached him on installing a communication repeater on the Blue Tower. Don will obtain more information in the future and discuss fees associated with the equipment on the tower.
Don presented the board with a consumer confidence letter which will be placed on the SBHWS webpage in the future.
Don told the board that there will be a meeting with Paramount Point water subscribers at 10AM March 13 at the Fire hall behind the truck stop at Hermosa.
Don presented an email to the board from Matthew Naasz stating that no one has intervened in the extension of Future Use permit 2580-2.
NEW BUSINESS
PUBLIC QUESTIONS AND COMMENTS -
Comments were made by one water subscriber that was affected by the broken water main on 21 February with water service back on the afternoon of 24 February. The subscriber questioned the preparedness of SBHWS to be able to put service back in a more timely manner. Don Peterson told the subscriber that he was reviewing the system and would make every effort to insure that down time would be held to a minimum.
UPCOMING MEETINGS
The next meeting of the Southern Black Hills System Board will be March 25, 1:00 PM at the Crazy Horse Monument in Custer.
ADJOURNMENT - Motion by Smith 2nd by Zolnowsky to adjourn the meeting at approximately 4:30 PM. Motion approved unanimously.
