The Regular Meeting of the Board of Directors of the Southern Black Hills Water System was held at the Sentinel Federal Credit Union, Custer, South Dakota on Thursday, May 23, 2019.
Chairman Wick called the meeting to order at approximately 1:00 p.m.
ROLL CALL– The following Board Members were present: DeFries, Kraus, Wick, Seaboldt, Peplinski, Beard, Smith and Baird. Others in attendance were Kale McNaboe, Paul Kraft, Austin Hoellen and Don Peterson.
AGENDA – Motion by Seaboldt, 2nd by Peplinskt to approve the agenda. Motion approved unanimously.
MINUTES - Motion by Kraus, 2nd by Seaboldt to approve the minutes of the Regular Meeting of April 25. Motion approved unanimously.
TREASURER’S REPORT – Don Peterson presented the treasures report. The report was reviewed by the board members. Motion by DeFries, 2nd by Beard to approve the report as read. Motion approved unanimously.
OLD BUSINESS
Don Peterson reported that the land at Rushmore ranch where SBHW will install a water point is being offered for sale at $15,000 from the Battle Creek Fire District. Currently SBHW has an easement to maintain the water point but there is concern that the easement could be contested in the future. The surveying and other administrative costs are to also be paid by the buyer. The board discussed the purchase and determined that the total cost is high. The board asked Don Peterson to go back to the Fire District and ask for better terms and report back at the next meeting.
Managers’ Report
Don Peterson informed the Board that a 17,000 gallon leak was found at a Spring Creek property and the property owner was responsible. It was noted the property owner is responsible for the leak and will be charged for the lost water.
Don Peterson informed the board that the water level transducer for the Casey Well was too large and would not fit down the entry hole. It was discussed whether the transducer was required since there is a transducer in the well just a short distance away at the site. Don will look into selling the current large transducer and buying a smaller diameter transducer.
Don Peterson informed the Board that he has been notified that a meter pit at Hickock drive was determined to be on the wrong property after a new survey had been completed of the adjoining property. Don noted that an easement may be needed to clear up the problem. The cost of moving the well pit would be costly and Don will follow up with a solution.
Don Peterson informed the Board will need to complete a 2020 budget. Seaboldt, Baird, Wick and Smith volunteered to be on the Budget committee. Also dates for the annual meeting will have to be set in the near future.
NEW BUSINESS
Longbranch Engineering Owner, Kale McNaboe, Staff Engineers Paul Kraft and Austin Heollein were present at the meeting. Kale presented the Board their capabilities and what they could do for SBHW. It was discussed that the firm may be able to perform some of the Board’s engineering tasks in the future. They were thanked for attending the meeting.
UPCOMING MEETINGS
The next meeting of the Southern Black Hills System Board will be June 27, 2019, 1:00 PM at Sentinel Federal Credit Union in Custer.
ADJOURNMENT - Motion by Seaboldt, 2nd by Baird to adjourn the meeting at approximately 2:45 PM. Motion approved unanimously.
