The Regular Meeting of the Board of Directors of the Southern Black Hills water System was held at the Sentinel Federal Credit Union, Custer, South Dakota on Thursday, December 28, 2017.
Chairman Wick called the meeting to order at approximately 12:00 p.m.
ROLL CALL–     The following Board Members were present: DeFries, Seaboldt, Peplinski, Smith and Wick. Members Beard, Baird, and Kraus were absent.  Others in attendance were Don Peterson.  No other persons were present.
AGENDA –   Motion by DeFries, 2nd by Smith to approve the agenda. Motion approved unanimously.
MINUTES - Motion by Peplinski, 2nd by Smith to approve the minutes of the Regular Meeting of November 30, 2017 as presented.  Motion approved unanimously.
TREASURER’S REPORT – Don Peterson presented the treasures report.  The report was reviewed by the board members.  Motion by Peplinski to approve the report with 2nd by Seaboldt.  Motion approved unanimously.               
OLD BUSINESS
Managers Report
Don Peterson reported that the Forest Service will conduct a meeting at their location on Hiway 16 10AM January 5th on the Casey Well report.
NEW BUSINESS

1.  Executive Session
   Motion by Peplinski, 2nd by Seaboldt to enter into executive session. Motion approved unanimously.
   Motion by Seaboldt, 2nd by Peplinski to exit executive session. Motion approved unanimously.
2. Personnel
   Motion by Seaboldt, 2nd by Peplinski to provide a 3% cost of living raise to Don Peterson.  Motion approved unanimously.
   Motion by Seaboldt, 2nd by Peplinski to provide a $50 bonus to Barb Benson and to Jolene Hernandez for their work.  Motion approved unanimously.
   Motion by Smith, 2nd by Peplinski to table the retirement fund increases until the January meeting.  Motion approved unanimously.
   Due to time constraints, prior to the December meeting, Jay Smith requested the Board via phone conversation that Dar Coy’s health insurance costs would be covered in lieu of a 3% cost of living increase.  The action was approved unanimously.

   There were no public questions or comments.

UPCOMING MEETINGS 
The next meeting of the Southern Black Hills Water System Board will be January 25, 2018, 1:00 PM at Sentinel Federal Credit Union in Custer.
ADJOURNMENT -    Motion by Seaboldt, 2nd by Smith to adjourn the meeting at approximately 12:45 PM.  Motion approved unanimously.
