The Regular Meeting of the Board of Directors of the Southern Black Hills Water System was held at the Crazy Horse Monument on Thursday, December 07, 2023.
Chairman Wick called the meeting to order at approximately 1:00 p.m.
ROLL CALL – Board Members present were Wick, Baird, Kraus, Krump, Nase, Seaboldt, Smith, and Zolnowsky; Beard was absent. Others in attendance were Don Peterson.
AGENDA – Motion by Baird, 2nd by Seaboldt to approve the agenda. Motion passed unanimously.
MINUTES - Motion by Smith, 2nd by Baird to approve the minutes of the October 26. Motion passed unanimously.
TREASURER’S REPORT – Don Peterson presented the treasurer’s report for October 2023. The report was reviewed by the board members. Motion by Krump, 2nd by Seaboldt to approve the treasurer’s report. Motion passed unanimously. The check sequence ending October 31 was check #4321 and beginning November 1 was check #4322.
OLD BUSINESS –
Managers’ Report
The replacement/upgrade of the water level transducer in the Casey monitoring well was stopped when withdrawal of the old transducer hung up. A video camera probe will be lowered in order to investigate the issue; the expected cost of the camera operation is $2500.
A recent email from SDARWS included a request for a funding donation to the South Dakota Rural Water Center (RWC) so that organization can continue its efforts in behalf of rural water/wastewater systems. Given that SBHWS has had no awareness or benefit of RWC, the board declined to take any action on the request.
Copies of the Western Dakota Regional Water System 2023 Annual Report were distributed to attending board members.
Zolnowsky inquired about the status of the security fencing discussion at the office/Casey well site from the May 2022 meeting. It was suggested that a gate at the entrance should be sufficient.
NEW BUSINESS -
Motion by Baird, 2nd by Seaboldt to move into Executive Session at 1:24pm; motion passed unanimously.
Motion by Zolnowsky, 2nd by Baird to move out of Executive Session at 1:47pm; motion passed unanimously. There were no motions arising from executive session.
At 2:00pm, Chairman Wick convened a Public Hearing regarding a DANR funding application for added funding for Rural Water System Improvements: Paramount Point to Spring Creek Acres. Bill Lass of Black Hills Council of Governments and Kale McNaboe of Long Branch Engineering joined the board attendees for the hearing. The hearing resulted in a recommendation to ask for an additional $3,181,000.00 in DANR funding for the project. Motion by Baird, 2nd by Seaboldt to end the hearing at 2:30pm. After the hearing, motion by Baird, 2nd by Seaboldt to have the Chairman sign and submit the application and supporting documentation; motion passed unanimously.

UPCOMING MEETINGS -
The South Dakota Association of Rural Water Systems 2024 Annual Technical Conference will be held January 9-11 in Pierre; Wick has registered to attend.
The next meeting of the Southern Black Hills System Board will be December 28, 1:00 PM at the Crazy Horse Monument in Custer.
ADJOURNMENT - There being no further business, Chairman Wick adjourned the meeting at 3:10pm.
