System Board

Thursday, February 28, 2019
The Regular Meeting of the Board of Directors of the Southern Black Hills Water System was held at the Sentinel Federal Credit Union, Custer, South Dakota on Thursday, February 28, 2019.
Chairman Wick called the meeting to order at approximately 1:00 p.m.
ROLL CALL– The following Board Members were present: DeFries, Kraus, Wick, Seaboldt, Peplinski, Beard and Baird. Member Smith was absent. Others in attendance was Don Peterson.
AGENDA – Motion by DeFries, 2nd by Beard to approve the agenda. Motion approved unanimously.
MINUTES - Motion by Seaboldt, 2nd by Baird to approve the minutes of the Regular Meeting of January 24. Motion approved unanimously.
TREASURER’S REPORT – Don Peterson presented the treasures report. The report was reviewed by the board members. Motion by Seaboldt, 2nd by Baird to approve the report as read. Motion approved unanimously.
OLD BUSINESS
Ketel Thorstenson Management will perform the 2017 and 2018 Audit for $32500. Motion by Beard, 2nd by Kraus to accept their proposal. Motion Passed unanimously.
Managers’ Report
Don Peterson informed the Board that the bid opening for the Building and equipment at the Casey Well House will be on March 22 at 2PM at the Sentinel Bank in Custer.
Don Peterson informed the Board that there has been two meter pits that had frozen due to the cold weather. One at the Schwartz residence, it was determined to be due to a shallow pit. Work will have to be done to lower the valves to below frost line or some other method to prevent freezing in the future. The other pit was at the Streeter well. Don went to the well and provided the user a way to get water from the building at the Streeter Well for now. Further work will be required to prevent further freeze ups.
Don Peterson informed the Board that our attorney is waiting on paperwork to either purchase the land at the Rushmore Ranch water point or use the existing right of way to install a water point to sell water to users not on the system.
Don Peterson reported that the 2nd well at Paramount Point is now authorized for a combined pump capacity of 100 gpm.
Don Peterson informed the board that Elk Mt School asked if SBHWS was interested in setting up a well near the school. No action taken.
Don Peterson informed the board the 2018 Annual Drinking Water Report has been received and will be posted on our website.
NEW BUSINESS
There was no new business.

ADJOURNMENT - Motion by Seaboldt, 2nd by Baird to adjourn the meeting at approximately 2:25 PM. Motion approved unanimously.
