Thursday, February 23, 2023
The Regular Meeting of the Board of Directors of the Southern Black Hills Water System was held at the Crazy Horse Monument on Thursday, February 23, 2023.
Chairman Wick called the meeting to order at approximately 1:00 p.m.
ROLL CALL – The following Board Members were present: Wick, Baird, Kraus, Krump, and Zolnowsky; Beard, Nase, Seaboldt, and Smith were absent. Others in attendance were Don Peterson.
AGENDA – Motion by Krump, 2nd by Baird to approve the agenda. Motion passed unanimously.
MINUTES - Motion by Baird, 2nd by Kraus to approve the minutes of the January 25 meeting. Motion passed unanimously.
TREASURER’S REPORT – Don Peterson presented the treasurer’s reports for February 2023. The report was reviewed by the board members. Motion by Kraus, 2nd by Baird to approve the treasurer’s report and transfer $15,000 from the Checking account into the RD account. Motion passed unanimously. The check sequence ending January 31 was check #4181 and beginning February 1 was check #4182.
OLD BUSINESS –
Ketel Thorstenson, LLP has been collecting data for the 2022 annual audit. The 2022 audit report is expected to be complete in a couple of months.
Managers’ Report
The down pipe for the Paramount Point well #1 developed a leak. When the pipe was pulled, multiple segments showed signs of deterioration and the entire 460’ length of pipe was replaced.
Receipt of the letter responding to other party comments from the public comments on the revised Forest Service agreement has been acknowledged.
The drilling permit for the #3 well at Paramount Point has been reauthorized to run until July 11, 2025 per a letter from Eric Gronlund, Chief Engineer at DANR.
NEW BUSINESS -
Motion by Krump, 2nd by Baird to move into Executive Session at 1:30 pm; motion passed unanimously.
Motion by Zolnowsky, 2nd by Krump to move out of Executive Session at 2:55; motion passed unanimously. There were no motions arising from executive session.

The next meeting of the Southern Black Hills System Board will be March 23, 1:00 PM at the Crazy Horse Monument in Custer.
ADJOURNMENT - Motion by Kraus, 2nd by Krump to adjourn the meeting at approximately 3:00 PM. Motion approved unanimously.
