Policy Bulletin 314 - Determination of Responsibility for Service Line Costs

The Southern Black Hills Water System Board of Directors has established this policy to determine when a User is responsible for the cost of the service line to his/her property.
Terms used in this Bulletin 314 mean:
- Mainline
- the pipelines generally paralleling public right-of-way and section lines and making up the distribution system of the Southern Black Hills Water System.
- Service Line
- the pipeline running from the mainline to the Water User Connection Point.
- Water User Connection Point

the point at which the water User's private system is connected to the Service Line.
- This policy applies only to those applicants who are considered "Late Applicants" as defined in Policy Bulletin (PB) 301 B.
- Any applicant that has not made the appropriate application, paid the necessary fees and otherwise complied with Southern Black Hills Rules and Regulations concerning Users prior to the date set for the bid opening for construction of the rural service area serving said applicant, must pay the entire cost of the applicable service line, or the applicant will not be served.
- Southern Black Hills will make reasonable efforts to notify persons in the project area of the pending deadline or expiration date. Notification of the expiration date shall appear as a legal ad in appropriate area newspapers.
