The Annual Meeting of the Southern Black Hills Water System was held at the Pringle Community Hall, Pringle, South Dakota on Thursday, September 8, 2022.
In the absence of Chairman Wick, Vice-Chair Jay Smith called the meeting to order at approximately 6:30 p.m.
ROLL CALL– Manager Peterson verified 8 board members, 6 system users attending the meeting and 45 proxies received. That is sufficient for a quorum.
MINUTES - Motion by N Baird and 2nd by Krump to approve the minutes of last year’s meeting held on December 9, 2021. Motion passed unanimously.
ELECTION – Smith stated one petition had been taken out for the 1 year term. Rich Krump had taken out the petitions. Motion by Prochnick, second by Johnson to elect Krump to the board; motion passed unanimously.
Auditors Report – Shelly Goodrich presented the 2021 Financial Summary-Modified Cash Basis. She answered questions from the Board of Directors and from individuals attending the meeting.
Managers’ Report
System Manager Don Peterson presented the Manager report.
Water Rates
Smith presented the 2023 water rate increases. The rate will be $103 per month and $83 for a pasture tap, essentially a 5% increase after year of significantly higher inflation. The $4 for a thousand gallons will remain in effect.

ADJOURNMENT - Smith thanked all for attending the annual meeting and asked to close the meeting. Motion by C LaFollette, 2nd by Johnson to adjourn the meeting at approximately 6:55 PM. Motion approved unanimously.

Managers’ Report

- The 2021 DENR Secretary’s Award for Drinking Water Excellence was presented. The DENR certificate identifies and rewards those water systems and their operation specialists that have demonstrated excellence in water system management and maintenance.
- SBHWS was award $3,600,000 in funding for the Paramount Point-Spring Creek Acres project from the DANR program: $3,060,000 in grant and $540,000 in loan. SBHWS is looking to go to bid next spring.
- The board is still waiting for the Forest Service to grant permission to put the Casey well water through the pipeline across Forest Service property. This process started in Spring 2019 and in the past year completed the public comment period.
- The lawsuit against the town of Hermosa concerning taking of customers in the SBHWS service area is still ongoing; the suit is in the discovery stage and personal depositions are still being taken. Once discovery is complete, we can begin the process of making motions to the court for decisions on the items that have been filed.
- There has been 10 new users added in 2022 with 360 total users.
- Water sales through August of this year was approximately 8.9 million gallons.
