The Regular Meeting of the Board of Directors of the Southern Black Hills Water System was held at the Crazy Horse Monument on Thursday, October 27, 2022.
Chairman Wick called the meeting to order at approximately 1:00 p.m.
ROLL CALL – The following Board Members were present: Wick, Baird, Krump, Nase, Seaboldt, and Zolnowsky; Beard, Kraus, and Smith were absent. Others in attendance were Don Peterson.
AGENDA – Motion by Baird, 2nd by Seaboldt to approve the agenda. Motion passed unanimously.
MINUTES - Motion by Krump, 2nd by Baird to approve the amended minutes of the August 25 meeting and the minutes of the September 22 meeting. Motion passed unanimously.
TREASURER’S REPORT – Don Peterson presented the treasurer’s report for September 2022. The report was reviewed by the board members. Motion by Seaboldt, 2nd by Zolnowsky to approve the treasurer’s report and transfer $15,000 from the Equipment account into the RD account. Motion passed unanimously. The check sequence ending September 30 was check #4111 and beginning October 1 was check #4115; checks 4112-4114 were voided due to a printing problem.
OLD BUSINESS –
Managers’ Report
Maguire Iron inquired about conducting our next round of tank inspections. They still have outstanding deliverables from the last round.
Lead and copper testing of all parts of SBHWS indicates that our PVC lines continue to pass.
The parity agreement between RD and SD DANR is being drafted to cover the DANR loan, committing elements of the Paramount Point and Spring Creek Acres subsystems. Submission is expected by mid-November with review and approvals through multiple levels estimated to complete in mid-March.
A check of the water level at the Casey well indicates the Madison drop is back to one foot. The contractor suggested updating the transducers so that SBHWS can monitor the well water levels directly.
SDARWS will provide guidance on developing/deploying a customer contact system at the January board meeting.
NEW BUSINESS -
Motion by Baird, 2nd by Seaboldt to move into Executive Session at 2:06 pm; motion passed unanimously.
Motion by Baird, 2nd by Seaboldt to move out of Executive Session at 2:31; motion passed unanimously. There were no motions arising from executive session.
PUBLIC QUESTIONS AND COMMENTS -
Zolnowsky reported that a customer asked about the possibility of not including a return envelope in the mailings to direct pay customers. Don Peterson will investigate if this can be done without additional cost.
UPCOMING MEETINGS -
The annual SDARWS Leadership meeting will be held in Pierre on November 9-10.
The next meeting of the Southern Black Hills System Board will be November 23, 1:00 PM at the Crazy Horse Monument in Custer. Note that this will be a Wednesday meeting since that Thursday will be Thanksgiving Day.
There will be an informational meeting about the project to bring Missouri River water to Rapid City and the Black Hills at 500 South A Avenue in New Underwood on Tuesday, November 29 at 5:00 PM.
ADJOURNMENT - Motion by Seaboldt, 2nd by Nase to adjourn the meeting at approximately 2:34 PM. Motion approved unanimously.
